1 Conversely, George W. Bush has increased the use of “free speech zones”—small areas set up far from a political event designed to corral hostile protesters and keep them off the evening news—by using them for “town meetings” and official presidential visits around the country. The idea for “free speech zones” goes at least as far back as the 1988 Democratic Convention in Atlanta. Unlike the “town meetings” in the McCain and Dean campaigns, Bush’s 2004 reelection organization carefully screened people attending his events and ejected anyone who could be identified as having anti-Bush sympathies.

2 Portsmouth bases this claim on its 1638 Portsmouth Compact, which purports to be America’s first formal declaration of civic and religious freedom. The first white settlement on Aquidneck Island was established in part by Anne Hutchinson, a religious dissident who had been banished from the Massachusetts Bay Colony. Roger Williams, the co-founder of the Rhode Island colony, invited Hutchinson to resettle on Aquidneck.

3 West’s race is notable because Portsmouth’s population is overwhelmingly white (96 percent); barely more than 1 percent is African American.

4 Actually, the type of “guests” Target would have attracted to Portsmouth were one of the main reasons locals opposed the store. As Conni put it, “I’m sorry, but if an extra 100,000 people are coming to this thing, you’re going to get a creepy element coming in … right next to our middle school. Why do you think Target has the most unbelievable forensics unit? The government taps into their forensics department; how did they find the killer of that Overland Park, Kansas, girl who was abducted? Target has fabulous cameras and everything for a reason. Creepy people go there.”
